May

• The federation held a training session for the commissioners which focused on five main issues: The hierarchy of the World Bureau  - The role, responsibilities and needs of a training commissioner – The six domains – Training methods and problem solving.

June

• Participation in the Young Women’s forum held by the European and the Arab regions.

August

• Participation in a camp for People With Special Needs held in August 2003 in France.

September

• In coordination with the French Scouts Federation, the Lebanese Federation held a training session for its commissioners in the beginning of September in Bekfaya in which 16 trainees took part.
• This was followed by a session on Problem – Solving held in Zefta, Nabatiyeh, in which 16 trainees took part as well.

December

• Participation in the Arab Seminar held in Tunisia under the title: Developing membership, Association management, Hierarchy and Financial Management. Seven participants represented Lebanon.

• In completion of the French – Lebanese Protocol, and under the title of: Holding a project revolving around the issues that the suit the associations’ needs, a session was held in Hekmeh Youth House in Achrafieh about merging special need people in guiding / scouting. Fifteen trainees took part.

June

• Participation in the 17^th Arab Conference in Oman.

July

• Participation in the Arab Camp in Lybia.
• Participation in a communication session in Sangam – India.

August

• Participation in a Special Needs camp in France in accordance with the French – Lebanese Protocol.
• Participation in a “STAF” session in accordance with the Protocol.

September

• Participation in a “STIF” and “STAF” session in in accordance with the Protocol.

November

• Participation in a session for Assistants to Training Commissioners in the United Arab Emirates held by the Regional Guides Bureau.

December

• Participation in “COILI” camp in France.
