When Lebanon wanted to become a WAGGGS' member, its associations needed to be merged into one non-mixed, non-political and non-governmental organization / federation.

ONGEL was founded in 1963 joining together two associations: The Lebanese Girl Scouts and The Lebanese Girl Guides.
It was recognized by WAGGGS in 1963. 

It became a founding member of the Arab Region in 1966.

ONGEL has been very active at international and Arab level Guiding through its elected members in various committees:

- World Board (UN Liaison)
- Arab Region
- Constitutions committee
- World Centres committee 

In 1998, the Lebanese Federation of the Girl Guides and Girl Scouts was born and started its procedures of adhesion to WAGGGS

In 2005 five of eight associations of the federation were recognized by WAGGGS and the change of entity from ONGEL to FLEG took place during the World Conference in Jordan in 2005.

The “Guides National Orthodox" Association
The Association of Jarrah Guides
